Probably a posed photo to demonstrate the height of the tall man -- Victorians loved their human curiosities. But whatever their relationship actually was, the look in the eyes of the smaller fellow is filled with such admiration that I want to believe they went on a hot date after the shoot.

It's always risky t assert seeing such things in photos, but...the shorter man is definitely and obviously "dressed" left.
You have a valid point... but there's also the possibility the shorter man is the giant's AGENT... and those stars you see in his eyes are actually DOLLAR SIGNS!!
...Just sayin'.
Maybe the guy on the left is a size queen!
