According to this map of European men's average penis sizes, the Hungarians come out on top.
I was originally going to title this post "Hungarians Have Huge Hardons" but then I did the conversion from centimeters to inches. 16.5 centimeters = 6.5 inches. While entirely respectable, that's hardly "huge."
