-- From a leaked memo written by North Carolina's Old Hickory Council President Robert Rogers, Commissioner Bruce Bradley and local Council Scout Executive Steve Wilburn about the BSA's decision to lift the ban on gay scouts and leaders while allowing local troops to decide whether or not they'll discriminate. With such muddy direction that even local chapters don't understand the new policy, is this what's meant by teaching "leadership?"
